About the Author

Samuel Humes lived in Belgium from 1984 till 2008, where he was most recently director of Boston University's Brussels campus. He is a graduate of Williams College (BA), the University of Pennsylvania (MGA), and Leiden University (Drs and PhD). His latest book is Managing the Multinational: Confronting the Global-Local Dilemma; earlier publications include The Structure of Local Government Throughout the World which has been described as a seminal work in its field. He resides in Williamstown, MA.

"Belgium: Long United, Long Divided"Author Samuel Humes sets out to write a short history of Belgium for the general reader, focusing on "leaders and events, as seen in their international context, which over the centuries developed a nation-state and then over the last few decades, led to the cleavage between Dutch-speaking Flanders and French-speaking Wallonia."He accomplishes his objective in clear, accessible prose. Humes lived and taught in Brussels for 24 years. This reviewer lived in Belgium on two occasions, totaling four years.Like any short survey, the book is open to criticism for too brief or unnuanced treatment of subjects the reviewer happens to know. For me, the horrors of Leopold II's Congo are neglected, and the WWI triumph of British propaganda, featuring Edith Cavell as victim of the vicious Huns, is unquestioned. Internal politics seem better covered than their international context, such as the role of Belgium as a "buffer state" and the politics leading the North Atlantic Treaty Organization and the European Community to settle headquarters there.One major theme of recent Belgian history is well-known to current and former residents, less tooutsiders. It is how the underclasses of Belgium, first the industrial workers in theFrench-speaking South (Wallonia), and then the mainly Flemish peasants, came to be empowered.Through education, voting rights, language rights and hard work, they turned the tables on the smallbut entrenched French-speaking elite (often with Dutch names) who ruled from Brussels for centuries---inthe French language. Humes tells this story well, including how complications from the continuing dividebetween mainly Flemish Catholicism and secularism (traditionally led by Free Masons), both cross-cut andreinforce language-based separatism.Humes' book promises to be a must read for students in the Americanand International schools in Belgium. Also for orientation of bureaucrats and professionals transferred to Belgium, and foreign students attending its universities. Filling these niches does not denigrate the book's value for others. Much of this is in the long view Humes takes of Belgian history, going back centuries before the birth of the independent state in 1830. Starting with the Roman province of "Belgica", this includes Flanders rise, thanks to a geography conducive to river and ocean transport, to become the chief trading and manufacturing hub of Northern Europe from the late Middle Ages. He tells how the country evolved and the Belgian people were shaped under changing foreign rulers, including Spanish, French, Austrian and Dutch, then learned to survive in the face of powerful neighbors and repeated foreign invasions. In conclusion, Humes addresses the big question whether the newly federalized Belgium of today will endure.For the world at large, modern Belgium has been an important but often neglected supporting player, saved from media oblivion by its role hosting the headquarters of both for the European Union and NATO. Noisy internal differences mean more self-criticism than boosterism reaches the airwaves. Belgium, Long United, Long Divided, should help this ancient, industrious and creative little country broadcast a more balanced message to the world.The author is a friend; my review is favorable. But what else could it be in the face of its forewordby late Belgian Prime Minister Wilfried Martens, and dust jacket kudos from late Pulitzer Prize historian JamesMacGregor Burns.

I had a hard time deciding how to rate the book, since it does what it claims--it's really a long argument about whether there is a "Belgium" that corresponds to an identity or if it's a historical accident. So, the whole book is about arguments about borders. It does that very effectively. I don't think that's a very interesting argument.

Yes, it did. Sam, the author, is an old friend of mine, and because I knew he knew the topic well, I bought the book.
